Beware: Chilling precursors of what could be at stake. Is the risk of

attack pure conjecture bordering on paranoia? Far from it. In

October, 2003, the anchor bolts were removed on two high-voltage

towers in Washington. Fortunately, the crime was discovered in time

to avert disaster. However, one year later, two electrical towers in

Wisconsin were sabotaged in the same way. The 80-foot towers fell,

knocking out power to more than 17,000 customers. Precautions

must be taken now. Proactive protection must be the ultimate
